What are the responsibilities of responsible officers in UK?

As defined by the regulations, the responsible officer needs to deliver the following functions:

  1. Take the decision about a doctor’s fitness to continue his/her medical practice. This decision is made by the GMC, based on the specific information that the RO provides.

  2. They are responsible to ensure an employing organization is carrying out all tasks of pre-employment and pre-contract scrutiny and follow the standards before taking the final decision.

  3. These responsible officers make a recommendation about the doctor’s revalidation to the GMC, within three months of the revalidation date.

  4. These officers need to ensure that their systems keep a record of the new revalidation date following the last recommendation that was made.

  5. They can make any one of the following three recommendations:

i. A positive recommendation suggests that the doctor is fit to practice and should be revalidated.

ii. Ask for a deferral as they need more information for making the recommendation.

iii. Notify the GMC about the failure of the doctors to engage with the local systems that support revalidation.

  1. The RO must take appropriate action when any kind of concerns are identified regarding the protection of the patients. If the concerns are valid or serious, then the GMC will reconsider the doctor’s stature and might even suspend it.

  2. Using the validated information, the ROs will make a judgement about the fitness of the doctor with a connection to the organization. In this way, the GMC and NHS England monitor their conduct and performance.
